How very right. The only way to predict the future is to make it happen.

The best way to make the future happen, if by predicting it. I completely agree with what has been said by the famous Rugby Star ;-), but the catch is that nobody thinks of this statement in the opposite way. Read this:-
"The best way to Make a future happen is by predicting it"
This is the simple theorey which all the planning commissions use up. They study the past performance and predict the future accordingly.
One may cross check every statistics study. For any plan to be successful, one just has to predict the future environment, in accordance with the past, which in all likelyhood comes out to be true.
Though a lot of the best laid plans also are never successful, like quoted in one of the Nagesh Kukunoor movies "Best laid plans also need Good Luck"
